An Caution to Keir Starmer drawn from His Personal Past: Without Boldness regarding Britain's EU Exit & the EU, Your Party Challengers Shall Be.

Seven years ago, it took just eight words to electrify a Labour conference and to show Labour was becoming disillusioned with Jeremy Corbyn. Although not exactly stirring rhetoric, the phrase met with wild cheering as delegates rose in spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, visibly startled. He wasn't really accustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". But context is everything.

In that darkly divisive time in 2018, departing from the prepared script in this way was always going to be seen as laying down the gauntlet to the party leader, who sought to prioritize Brexit voters in working-class seats above the pro-European instincts within Labour. In just one speech, this seemingly cautious shadow Brexit secretary was transformed – albeit temporarily – into a political gambler who championed most Labour MPs, members and voters against the leadership he later succeeded.

The Evolution in Position and Closed Debates

In the years since, much has happened, especially for Starmer himself. An early move upon assuming leadership in 2020 was declaring the Brexit issue was resolved by the previous year’s national vote. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade rejoining the European Union or its core structures.

Like his predecessor, the PM's approach has focused on winning pro-Leave voters in target constituencies, even if survey data suggests a significant number have passed away or shifted opinion.

Pressure Building on Europe

However, the tables have turned and the prime minister’s turn to be an embattled Labour leader. And, if Europe is no longer the central crisis in UK politics, the cap that has been kept tightly sealed for five years is starting to loosen once more.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation that leaving the EU has caused to Britain's economic standing. This serves as an effective tool to criticize Nigel Farage, who now rarely mentions his flagship policy was his primary goal and is still his only real achievement.

Nevertheless, the scale of the damage, which by some estimates has resulted in a national economy that is significantly diminished than if it were still in the EU, towers over the micro-mitigation so far offered by the government. Starmer’s so-called re-set deal negotiated with the EU last summer offers economic benefits measured in low decimal points.

Internal Pressure & Bolder Ideas

Rachel Reeves is among those trying to overcome long-standing interior ministry opposition to a broader scheme designed to boost growth youth mobility scheme allowing young people can move between Britain and Europe to study or work.

David Lammy has pondered publicly about the “self-evident” benefits of joining a customs union with the EU, as several Labour backbenchers, such as the head of the Treasury select committee, last week supported a Liberal Democrat motion on customs union membership.

Although the Europe minister, who oversees EU policy, now present at all cabinet sessions, maintains the firm boundaries remain unchanged, there are ways these could be bypassed. A proposal involves declaring the commencement of negotiations now for a more ambitious agreement, for inclusion in the next manifesto, with implementation only if Labour won a new electoral mandate.

Starmer's Fundamental Scepticism

Yet, Starmer has most recently pouring cold water on the idea by warning a return to an EU customs arrangement would “unravel” the trade pacts with America, which he views as signature achievements of his premiership.

Reportedly that Starmer's doubts go still deeper, and is rooted in three further factors.

  1. First, he believes a customs pact has been made much harder as ministers are actively diverging from EU regulations in numerous policy areas, like environmental standards.
  2. Second, the prohibitive cost demanded from Britain to join a European defense initiative and the ensuing failure of negotiations has led UK negotiators that former EU partners are less interested in offering favorable terms to the UK than in demonstrating that Brexit does not work.
  3. Lastly, the new US national security strategy, praised by the Kremlin, is viewed by key advisors in Downing Street as grounds for Britain to keep its distance from Europe.

An Alarming Strategy & Strategic Calculations

This strange and concerning document asserts Europe faces cultural extinction due to Muslim migration. It contains a single mention to Britain, placed beside a proposal that the US government will intervene in British politics to encourage the rise of nationalist movements.

But, far from concluding that this makes America an undependable ally, the government reportedly fear that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Ghost from the Past

This situation brings us back to the conference of 2018. Starmer has always said his speech was not an attempt to become leader but simply an attempt to preserve the possibility of remain in a future vote. In fact, back then, he still supported a tailored trade agreement of the kind he now appears to be opposing.

But it’s not been lost on Downing Street note that Wes Streeting, who just about everyone assumes would be a candidate in any leadership election, is part of a group of cabinet ministers letting it be known they desire greater ambition regarding the EU.

Aides to Angela Rayner, another likely contender in a contest for the top job, maintain she refuses to comment on her position on a customs union because it would only “fuel unnecessary gossip”.

The Clear Danger & A Wise Memory

The danger is obvious. Should the PM reject significant moves towards EU alignment, he allows rivals to claim the territory where the overwhelming majority of the party's supporters reside.

It would be wise for Starmer to remember the impact that a short phrase had on his career in 2018. Potential pathways for a big offer on Europe that the prime minister ought to consider; he should explore them personally, before someone else adopt them as their own.
