American lawmakers are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators floated a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The effect on US citizens from the longest shutdown of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As weekend meeting got started, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic senators expressed concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by voters and Congress."
Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."
Continuing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA payments.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and extend the payments for a year.
Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a proposal would eliminate the ACA's mandate that carriers cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to garner enough support in 2017.
