The Australian skipper has secured 309 wickets in 71 Test matches with an average of 22.10.
The Australian selection chief George Bailey has stated that skipper Cummins will be a central figure in the forthcoming Ashes series.
Speculation had been growing that the 32-year-old might sit out due to a stress fracture in his back that was still troubling him.
Initial reports from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the five-Test series set to start on 21 November in the WACA.
The selector shared that Cummins is "building up" and remained hopeful about the prospects of being involved.
"We're aware that the clock is ticking and there are permutations around that, not just the physical problem, but further aspects," he commented.
"It's positive. We firmly believe that he will feature a significant role. Hopefully starting in Perth. Otherwise, we'll adjust."
Injury History
Cummins was ruled out the ODI and T20 games against India and New Zealand last month after scans revealed a lumbar bone stress.
Previous incidents include of spinal problems, with recurrences in several earlier campaigns leading to absences from three Australian summers in four years.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to secure his spot for the contest.
Bailey noted that he did not know if he had started his bowling workouts as part of his comeback but admitted it was "getting tight" for him to be fit for the initial match.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was excluded lately from Australia's squad for their ODI contests against the subcontinent side as a preventive step because of soreness in his side.
The selector characterized it as a "small issue and mentioned that he's scheduled to appear in the state-level matches, so will be "well-prepared to resume bowling."
"We put so much time has gone into building out the plan for him to participate for the opening match as an dual-role player," Bailey explained.
"His involvement was limited to the starting games regardless. The way he swings the bat in limited-overs, should it hinder progress for 24 more hours, the choice was made to adopt a safer strategy."
