The UK and US have hammered out a significant trade agreement that will keep zero import taxes on UK medicine shipments being sold in the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has pledged to raise spending on pharmaceuticals through the NHS. This move ensures that duties on these vital products will be held at zero for a period of the next three years.

This development is in response to recent threats to dramatically increase duties on patented pharmaceutical products, with potential rates mentioned reaching one hundred percent.

"This agreement with the Britain reinforces the global environment for innovative medicines and introduces much-needed equity to transatlantic medicine commerce," a statement said.

Economic Significance

Pharmaceuticals represent one of the the United Kingdom's biggest goods shipped to the US, which is clearly the primary destination for major UK drugmakers.

Statistics reveal that in the 12 months to the end of September, the UK sold drugs worth £11.1bn to the US. This amount made up a significant portion of all goods exports in that period.

"This deal protects work, boosts funding and sets the stage for the UK to become a global hub for medical research," the Business and Trade Secretary commented.

Key NHS Changes

The agreement entails several specific changes from the UK:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it considers new medicines to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a goal to raise overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The sum manufacturers must return to the NHS to prevent overspending will be capped at fifteen percent. Last year, repayments were more than 20%.

Broader Context

The pact follows a protracted tension between the drug companies and the UK government over spending levels and approval rates.

These tensions were intensified by assertions that US consumers were charged significantly more for the same drugs than people in the other developed nations.

In recent months, several major pharmaceutical investments in the UK have been paused or cancelled, while major investments have been directed toward American operations.

The Science Minister publicly accepted that the NHS had to increase expenditure on treatments, noting that its expenditure on drugs had shrunk as a proportion of its overall budget over the previous ten-year period.
